The upper rocker arm has stopped rotating. The jets flow through it, and not weakly.
The pump seems to be working normally. But something is still preventing the rocker from rotating.

There is a suspicion that the fluoroplastic gasket at the point where the rotating
part is attached to the stationary part has worn out. Although, it feels like nothing is stopping the rotation.
Could the above be the cause of the malfunction?
