Dishwasher Candy/ Upper impeller does not rotate

The upper impeller has stopped rotating. Water flows into it actively. No leaks found. The pressure is good.
We pulled out the top basket. We checked by connecting the shower hose. In normal condition, water flows, the impeller does not rotate. Turned the basket upside down. Water flows in and the impeller rotates. What could be the reason?

The upper rocker arm has stopped rotating. The jets flow through it, and not weakly.
The pump seems to be working normally. But something is still preventing the rocker from rotating.

There is a suspicion that the fluoroplastic gasket at the point where the rotating

The impellers (water sprayers) of the SIEMENS dishwasher do not rotate. There is not enough water pressure. The detergent does not dissolve.

Hello. On my machine, the lower repeller began to touch the lid of the salt tank with one edge, sometimes it rests, which is why the dishes in the lower compartment are not washed. Friends, should there be some kind of oil seal on the shaft or does the seal come only through a washer? Bosch machine, circulation pump impeller

There are 3 seals in total throughout the pump, 2 small and one large
