AEG F96542 VIO Got a problem with water heating

I had been dreaming of a dishwasher for a long time, and then the apartment was renovated, a niche was designed in the kitchen for a dishwasher... and subsequently a dishwasher from this company was purchased. But the joy did not last long.
Literally on the second dishwasher after installation, I notice that the water does not heat up and the dishes are not washed!!!

After contacting the service department, the control unit was replaced under warranty, the water began to heat up, but the joy again was short-lived... now history is repeating itself again... The water remains cold again while washing dishes!!!

When the program is reset, 3 LEDs flash in a row, what does this mean - I don’t understand yet...?
What could be the reason? Which way should I dig?
Can this happen due to the fact that there is no normal grounding in the house?
