Whirlpool WIC 3C23 PEF dishwasher does not start ⇐ Whirlpool

I purchased a Whirlpool WIC 3C23 PEF dishwasher.
I tried it for the first time on the fast mode, the machine stopped making noise, we waited a long time, but it did not turn off (the beam did not blink on the floor). The power button was blinking, I opened it and took it out, it seemed that the dishes were not washed, the rinse aid had not been used.
I downloaded and turned on the machine for the second time in normal mode and nothing... the beam on the floor is on, supposedly working, nothing happens inside the machine and I see the power button blinking. I wait 1.5 hours and nothing happens. There is no hot water in the house now, but this should not affect it in any way, it should heat up. I still don’t understand what’s going on.
Moreover, the dishes are slightly wet, as if water was splashed on them, and at the bottom of the dishwasher the water stands and does not go away.
Please tell me what’s wrong!!! I couldn’t find such a problem on the Internet or in books.
